The first "Regulations on youth fire brigades" was approved by the Ministry of Education of the RSFSR and the Central Committee of the Komsomol in 1957. In accordance with this provision, youth volunteer fire brigades (UDPD) were created for preventive work to prevent fires, especially from children's pranks with fire, as well as to provide assistance to the adult population when extinguishing fires by organizing communications, providing first aid to victims, protecting evacuated property and etc. All children aged from 10 to 16 years old could be members of the UDPD.
The second "Regulations on youth volunteer fire brigades of the USSR", approved in 1968, indicated that the UDPD were created to "conduct explanatory, mass agitation and educational work among children, aimed at preventing fires from children's pranks with fire, providing assistance to the bodies of State Fire Supervision and voluntary firefighting societies in carrying out preventive work and fire suppression ”. At the same time, the Program for the training of members of youth voluntary fire brigades was adopted.
JUDPD was created on the principle of pioneer squads. At the general meeting, the headquarters and the commander were elected. The guys studied the basics of fire fighting, acquired practical skills. The guards who mastered the program were given UDPD badges, certificates, and allowed for preventive work. They monitored the fire condition of their schools, residential buildings, farms, organized posts during evenings at schools, patrolled villages and townships, protected crops and forests from fires, distributed fire-prevention posters and leaflets, explained to kids how terrible fire can be.
